Independent Panel Finds Manchester City Guilty Of Premier League Financial Breaches
The ruling threatens the standing of England's most dominant football club and leaves the Premier League facing unprecedented legal fallout.
An independent disciplinary panel found Manchester City guilty of extensive financial breaches over a nine-season span, the Premier League announced Tuesday. The decision concluded an inquiry into 115 charges filed by the league in February 2023. It established that the club used deceptive contracts to manipulate revenue and spending figures.
The commission ruled that City misled auditors and football regulators between the 2009-10 and 2017-18 seasons. Club executives arranged commercial contracts that disguised direct funding from club owners as outside sponsorship income. The panel found proven every count alleging improper financial reporting and circumvention of league rules, rejecting only a single charge.
Premier League chief executive Richard Masters said the decision proved the club systematically broke competition rules for nearly a decade. The league stated the schemes artificially altered accounts by more than 900 million pounds to meet financial regulations. The panel also found the club failed to cooperate with the five-year league investigation that started in 2018.
The club denied all accusations throughout the process. In a public statement, City officials said they were disappointed and surprised by the decision. Club leadership maintained the ruling relied on mistaken claims about owner financing and insisted the organization would take every available step to defend its reputation.
The findings cover the era following the 2008 takeover of the club by the Abu Dhabi United Group. During that period, City transformed into a global powerhouse, winning multiple domestic trophies and attracting prominent international stars. Rival clubs have monitored the case closely and several teams have reserved legal rights to seek financial compensation for lost prize money and tournament qualification.
Potential penalties available to the Premier League include reprimands, unlimited financial fines, points deductions, or expulsion from the division. A separate commission hearing will decide the sanctions, while Manchester City faces an Oct. 2 deadline to file an appeal.
