Russia and Ukraine have agreed to a localized humanitarian ceasefire in the Russian-occupied city of Oleshky, the White House announced. U.S. First Lady Melania Trump mediated the deal as an exclusive intermediary alongside her representative.

The agreement temporarily halts fighting to deliver aid, clear landmines, and create safe corridors for civilian evacuations. The White House designated Oct. 29, 2026, as the formal start date for the localized truce.

Military officials from both nations indicated military operations would pause earlier. Russian Chief of General Staff Gen. Valery Gerasimov said Russian forces would halt fire at 4:00 a.m. Moscow time on Oct. 27. Ukrainian human rights commissioner Dmytro Lubinets stated Ukraine also plans to start its ceasefire at 4:00 a.m. that day.

Estimates differ regarding how many people remain in the city, which had a pre-war population of 24,000. The White House and Yonhap estimated between 1,700 and 2,000 residents remain in Oleshky, including roughly 50 children. Ukrainian authorities reported about 6,000 people remain across Oleshky and six adjacent frontline settlements, including up to 200 children.

Melania Trump stated that the frontline city is on the brink of disaster, with elderly residents lacking food, water, and medicine. Lubinets said Ukraine had sought a humanitarian solution since February, but progress only happened after the first lady intervened. Kremlin press secretary Dmitry Peskov confirmed Russia’s participation and said Moscow welcomed her contribution.

The town sits on the eastern bank of the Dnipro River directly across from Ukrainian-held Kherson, where Russian forces invaded in February 2022. In June 2023, the destruction of the Nova Kakhovka dam submerged 90 percent of Oleshky, cutting off reliable electricity and water.

Prior to this agreement, international figures including Pope Leo XIV, European institutions, and the United Nations had called for humanitarian corridors. Civilians who attempted to flee or receive supplies frequently faced artillery fire and drone attacks. Melania Trump previously arranged six family reunifications involving 34 children between the two countries.

Engineering teams will conduct demining operations along access roads before humanitarian convoys enter Oleshky. Non-military civilian teams and an unnamed American media organization will then conduct door-to-door visits to coordinate aid and voluntary evacuations. Peskov stated that broader U.S.-brokered diplomatic talks between Russia, Ukraine, and the United States will resume in Abu Dhabi in November 2026.
