Dutch Intelligence Sounds Alarm on Escalating Russian Cyberattacks

The Netherlands is facing an increasing threat from Russian cyber operations, including the first confirmed act of cyber sabotage against a Dutch target, according to a new report released Tuesday by the Dutch Military Intelligence and Security Service (MIVD). The agency warns that Russia is intensifying its hybrid warfare tactics against the Netherlands and its European allies, seeking to undermine their societies and disrupt democratic processes.

First Confirmed Cyber Sabotage

In its annual report, the MIVD revealed that a Russian state-linked hacker group carried out the Netherlands' first confirmed act of cyber sabotage in 2024. While the agency did not disclose the specific target, it stated that the attack targeted the digital control system of a Dutch public service. Although the impact of the attack was minimal and did not result in any physical damage, the MIVD emphasized that it marked a significant threshold breach. This incident is the first known case of a cyber sabotage attack by a Russian group against such a control system in the Netherlands.

Disrupting Democratic Processes

The MIVD report also highlighted Russia's attempts to interfere in the 2024 European elections. Russian cyber actors launched attacks on websites belonging to Dutch political parties and public transport companies, with the aim of hindering voters' access to information and disrupting the electoral process. These actions are part of a broader effort by Russia to sow discord and undermine trust in democratic institutions.

Targeting Critical Infrastructure

In addition to the cyber sabotage attack, the MIVD detected a separate Russian cyber operation targeting critical infrastructure in the Netherlands. The agency believes that this operation was intended to gain a digital foothold within critical systems, potentially in preparation for future sabotage. However, the MIVD reported that the targeted organization responded quickly, thwarting the attempted breach. The agency reiterated earlier warnings that Russian entities have been mapping critical infrastructure in the North Sea, raising concerns over potential acts of sabotage targeting undersea internet cables, energy networks and water supplies.

Broader Hybrid Warfare Tactics

The MIVD emphasized that these cyber operations are just one component of Russia's broader hybrid warfare strategy. This strategy encompasses a range of tactics, including disinformation campaigns, espionage, and economic pressure, all aimed at weakening Western societies and undermining their unity. The agency noted that Russia is increasingly employing a "whole-of-society" approach to cyber operations, with various Russian entities, from private companies to the highest levels of government, contributing to Moscow's offensive cyber program. The MIVD also added that Russia's influence campaigns increasingly use artificial intelligence to amplify pro‑Kremlin narratives on social media.

Implications and Response

The Dutch government has responded to these threats with increased vigilance and a commitment to strengthening its cybersecurity defenses. Defense Minister Ruben Brekelmans stated that the country now operates in a "grey zone between war and peace," and he urged a rapid reinforcement of military and defense-industrial capacity. The Netherlands is also working closely with its allies in NATO and the European Union to share intelligence and coordinate responses to Russian hybrid threats. The MIVD has been sharing intelligence from its own cyber investigations into Russian hostile activities with the Ukrainian government, including a report revealing how Russian cyber actors were obtaining tactical intelligence providing direct support to military units.

The escalating Russian cyber threat poses a significant challenge to the Netherlands and its allies. As MIVD Director Peter Reesink warned, "We see the Russian threat against Europe increasing — and not just during the war in Ukraine, but also afterward." The Netherlands is taking steps to bolster its defenses and work with its partners to deter and counter Russian aggression in the digital realm.
