FBI Foils ISIS-Inspired New Year's Eve Attack Plot in North Carolina

Charlotte, N.C. – Federal authorities announced Friday the disruption of an alleged New Year's Eve terror plot in Mint Hill, North Carolina, leading to the arrest of an 18-year-old man accused of planning a violent attack inspired by the Islamic State group. Christian Sturdivant was taken into custody on December 31, 2025, and subsequently charged with attempting to provide material support to a foreign terrorist organization, averting a potential tragedy as communities prepared for holiday celebrations.
The swift action by the Federal Bureau of Investigation (FBI) and its partners reportedly prevented a planned assault on a local grocery store and a fast-food restaurant, locations chosen for their high foot traffic on New Year's Eve. Investigators said Sturdivant intended to use knives and hammers in the attack, with a stated desire to die as a "martyr" by engaging responding police officers.
The Alleged Plot and Arrest Details
According to officials, Christian Sturdivant, a resident of Mint Hill, North Carolina, came under investigation after exhibiting concerning behavior online, including posting content supportive of ISIS. The probe intensified when Sturdivant allegedly began communicating his attack plans with an undercover FBI employee he believed to be a supportive confidant within the terrorist group. These communications detailed his intentions and the specific targets for the New Year's Eve attack.
U.S. Attorney for the Western District of North Carolina, Russ Ferguson, emphasized the severity of the alleged plot, noting that Sturdivant's plans targeted "places that we go every day and don't think that we may be harmed." FBI Special Agent in Charge James Barnacle affirmed that the investigation uncovered a "manifesto" and handwritten notes from Sturdivant's home, explicitly outlining "New Years Attack 2026" and detailing plans to execute a massacre as people shopped for the holidays. Officials confirmed that these documents and digital evidence underscored Sturdivant's commitment to the attack and his allegiance to ISIS.
The FBI placed Sturdivant under constant surveillance for several days leading up to New Year's Eve, including Christmas, anticipating that he might attempt to carry out violence. Agents were prepared to intervene earlier if he had left his residence with weapons. Attorney General Pamela Bondi lauded the collaborative effort between federal and local law enforcement, stating that it "saved American lives from a horrific terrorist attack."
A Troubling Path to Radicalization
This recent arrest is not Sturdivant's first encounter with federal law enforcement concerns. The affidavit revealed that Sturdivant had been on the FBI's radar since January 2022 when he was a minor. At that time, officials learned he had been in contact with an actual ISIS member in Europe via social media. This contact allegedly provided him with instructions to dress in black, knock on people's doors, and commit attacks with a hammer.
During that period, Sturdivant reportedly attempted to act on these instructions, setting out for a neighbor's house armed with a hammer and a knife, but was restrained by his grandfather. While no charges were filed then, he reportedly received psychological treatment, and authorities were informed that his access to social media had been restricted. However, the FBI later discovered in late 2025 that he was once again active online, engaging in social media posts supporting ISIS, including imagery promoting violence and referencing the former ISIS leader, Abu Bakr al-Baghdadi, in his account's display name.
Sturdivant's radicalization primarily occurred online, through ISIS websites and social media platforms like TikTok, where he sought to connect with what he believed were ISIS members. Unbeknownst to him, one of these contacts was an undercover New York Police Department agent, to whom he eventually pledged allegiance to ISIS and disclosed his intent to carry out "jihad" soon.
The Efficacy of Proactive Counterterrorism
The successful disruption of the North Carolina plot highlights the FBI's reliance on proactive counterterrorism measures, particularly the use of undercover operations and informants. Law enforcement officials asserted that such strategies are crucial for identifying and neutralizing threats before they materialize. U.S. Attorney Russ Ferguson reassured the public that "at no point was the public in harm's way" due to the constant surveillance and timely intervention by law enforcement.
However, these tactics have also drawn scrutiny from critics who argue that sting operations can, in some instances, amount to entrapment, particularly involving individuals who may be mentally vulnerable and lack the independent wherewithal to execute such attacks without external encouragement or resources provided by undercover agents. Despite these concerns, law enforcement agencies maintain that these operations are indispensable in preventing acts of domestic terrorism.
If convicted of attempting to provide material support to a foreign terrorist organization, Sturdivant faces a statutory maximum sentence of up to 20 years in federal prison. His initial court appearance took place on Friday, January 2, 2026, and he remains in federal custody with another hearing scheduled for January 7, 2026.
A Broader Landscape of Foiled Threats
The North Carolina incident was not the only alleged New Year's Eve plot thwarted by federal authorities this holiday season. In a separate, unrelated case, the FBI in Los Angeles announced in mid-December 2025 the arrests of four individuals linked to a far-left, anti-capitalist, and anti-government group known as the "Turtle Island Liberation Front." These individuals were allegedly planning coordinated bombing attacks on multiple U.S. companies in the Los Angeles area on New Year's Eve, using improvised explosive devices. They were apprehended in the Mojave Desert while allegedly testing bomb-making materials.
These two distinct cases underscore the persistent and varied nature of domestic terrorism threats facing the United States and the continuous vigilance required from federal law enforcement agencies. The FBI and its partners remain dedicated to monitoring, investigating, and disrupting individuals and groups intent on perpetrating violence, regardless of their ideological motivations. The successful prevention of these alleged plots serves as a testament to the ongoing efforts to safeguard national security and public safety.
