ARCADIA, Calif. – The mayor of Arcadia, Eileen Wang, has abruptly resigned from office and agreed to plead guilty to a federal felony charge of acting as an illegal agent for the People's Republic of China (PRC) without notifying U.S. authorities. The development, revealed Monday following the unsealing of a plea agreement, exposes a covert influence operation that federal prosecutors allege sought to disseminate Chinese government propaganda within the United States. Wang, 58, faces a maximum of 10 years in federal prison for her actions, which occurred prior to her election to the city council in late 2022.

Federal Charges Detail Covert Influence Operation

According to the Department of Justice, Wang agreed to plead guilty to one count of acting in the United States as an agent of a foreign government without prior notification to the Attorney General, a felony offense. Federal prosecutors outlined that from late 2020 through 2022, Wang, in concert with an individual named Yaoning "Mike" Sun, 65, of Chino Hills, operated a website called "US News Center." This platform, which purported to be a legitimate news source for the local Chinese American community, allegedly served as a mouthpiece for Beijing. The duo reportedly received and executed directives from Chinese government officials, publishing pro-PRC content designed to promote China's interests.

One specific instance cited by the Justice Department involved a June 2021 exchange via the encrypted messaging application WeChat. A PRC official reportedly provided Wang and others with pre-written news articles, including an essay that denied allegations of genocide and forced labor against ethnic Uyghurs in Xinjiang. Wang subsequently posted the material and provided a link to the official, receiving a "So fast, thank you everyone" in reply. In another exchange from August 2021, a Chinese official requested modifications to an article, to which Wang complied, reportedly responding with "Thank you leader" after the official messaged "Great!". Wang admitted in her plea agreement that she did not disclose on her website that some content was posted at the direction of Chinese government members.

Resignation and Broader Context

Wang's resignation from her mayoral post and the Arcadia City Council became effective Monday, hours after the federal case was unsealed. She had been elected to the Arcadia City Council in November 2022, and council members select the mayor on a rotating basis, with Wang assuming the role in February 2026. Officials in Arcadia, a Los Angeles County city of approximately 54,000 residents, stated that the conduct described by federal officials occurred entirely before Wang was elected to public office. City Manager Dominic Lazzaretto confirmed that an internal review found no city finances, staff, or decision-making processes were involved in the alleged activities.

This case is part of a broader federal investigation into alleged Chinese influence efforts in Southern California. Yaoning Sun, Wang's alleged accomplice and former fiancé, pleaded guilty to acting as an illegal agent of a foreign government in October 2025 and is currently serving a four-year federal prison sentence. Another individual, John Chen, also pleaded guilty to similar charges and was sentenced to 20 months in prison in November 2024. Assistant Director Roman Rozhavsky of the FBI's Counterintelligence and Espionage Division emphasized the gravity of the situation, stating, "By her own admission, Eileen Wang secretly served the interests of the Chinese government." He added that this serves as a "clear warning" that individuals acting on behalf of foreign governments to influence U.S. democracy will be identified and prosecuted.

Implications for Local Governance and National Security

The charges against a sitting mayor underscore persistent concerns about foreign government attempts to influence local politics and public discourse in the United States. While Arcadia city officials have sought to reassure the public that city operations were unaffected and that no other council members are under investigation, the incident raises questions about the vetting of political candidates and the vulnerabilities of local governing bodies to external pressures.

Wang's attorneys, Brian A. Sun and Jason Liang, issued a statement acknowledging the seriousness of the charge and accepting responsibility for "past personal mistakes." They clarified that the conduct related solely to Wang's "personal life" and a "media platform that she once operated with someone whom she believed to be her fiancé," not her actions as an elected official. Despite this distinction, the case highlights the Justice Department's determination to counter covert foreign influence, particularly from the PRC, which federal officials assert seeks to corrupt American institutions and undermine democratic processes. The legal proceedings for Wang are expected to formally conclude in the coming weeks with her official guilty plea in federal court.
